General Kapoor has issued inane statements that Bharat (aka India) should be fighting two wars with Pakistan and China. These statements serve no purpose in world affairs, and simply pollute the waters–creating swamps where bigots can generate like mosquitos and then harm international relations. General Kapoor’s ignorance of Mutually Assured Destruction (MAD) and his inability to grasp the consequences of rash actions across borders shows his juvenile mindset and vacuity of thought. The Foreign Office spokesman’s sober analysis should give the bigots across the border some food for thought. The coming days will witness Mr. Kapoor come down a few notches and dilute this “declaration of war“. “Pro-active War Strategy” will turn out nothing more than Don Quixotic Charge of the Light Brigade“.
Not surprisingly the first reaction to General Kapoor’s claptrap came from the Jamat e Islami. As a keen observer of strategic analysis, with deep knowledge about the the development of India’s Cold Start Strategy I am very surprised and shocked at the cogent, well thought out, perfectly timed response from the JI. They have been on top of this it seems, and their analysis as well is their response seems to show a dynamic cognizance of the issues as well as the facts on the ground. The depth of the content, and the precise knowledge about Indian forces was astounding. They were keenly aware of the new Pakistan specific South West Army Command and the developments of the “Cold Start strategy”. The awareness is one issue. They immediately within hours of the Kapoor statement issued a solution. There is much to learn from the JI response.
General Ashfaq Kiyani in a very sober response to General Kapoors jingoism said the following:
- That the Pakistan army was alive to the full spectrum of threat that continued to exist both in conventional and unconventional domains.
- The Pakistan Army stood committed and prepared to respond to any existing, potential or emerging threat. An army supported by 170 million people, with faith in Allah, is a formidable force to be reckoned with.
- “Proponents of conventional application of military forces, in a nuclear overhang, are chartering an adventurous and dangerous path, the consequences of which could be both unintended and uncontrollable,” he said.
- Pakistan was not oblivious to the unprecedented acquisition of sophisticated military hardware, synergised with an offensive military doctrine.
- However, as a responsible nuclear state, Pakistan army would contribute to strategic stability and strategic restraint as per the stated policy of the government.

The question that has to be asked is “Why is India is moving from ‘Cold War Strategy’ “? What the major decisions and the lessons learned from the Cold Start Strategy. The Obvious answers are that Bharat was not able to moblize the forces at the rapid speed that it is necessary. Therefore it had to move towards a new “Pro-active War Strategy”. The main pillars of the new strategy are are:
1) The new doctrine
2) The earlier restructuring of the Indian Command structure and
3) The operationalisation of South West Army Command (2005)
This has increases the threats to Pakistan. Ikram Sehgal evaluated the Cold Start strategy in great detail. His comments are poignant and pertinent in evaluating Delhi’s new thinking.
“Talk of a limited Indian offensive across the LoC in “hot pursuit” or the targeting of Mujahideen training camps in Azad Kashmir means to contain the battleground to Kashmir, the premise being that all the other Strike Corps are then positioned to go on the offensive if Pakistan does not opt for limited war and goes on an all-out offensive. With all 3 Armoured Divisions and 4 RAPID Divisions, with 2 out of 5 Independent Armoured Brigades concentrated in Rajasthan, the resource allocation makes the offensive targets obvious, either along the Jaisalmer-Rahimyar Khan axis or along the Barmer-Mirpurkhas axis.
No ground offensive being possible in the desert without heavy air cover, their air deployment suggests that the focus of attack could well be in the deep south (Western and Southern Commands), the same principle applying for a combined heliborne, para and/or amphibious operation. Both the Indian Strike Corps have been reinforced with additional Divisions with integral Helicopter Attack Squadrons, Engineer, Artillery and Air Defence Brigades. Jodhpur has a concentration of heavylift MI-8/M-17 helicopters, could be supplemented by the 50th Independent Parachute Brigade air-lifted by AN-32s from Agra, attempting helicopter troop transportation/amphibious LST landings with XXI Strike Corps going for a link-up. The Indians have been practicing this. The area between Badin and Sajawal east of the Indus thus becomes vulnerable.”

My recent article was based on their 2002 ORBAT, a number of my friends corrected me that this was outdated, the Indians had restructured their ORBAT in 2005. Not surprisingly, the “South-Western Command” was created at Jaipur, in line with the IAF’s existing South-Western Command. Western Command has an additional 9 Corps created at Yo1 and RAPID Divisions have increased from 4 to 5, all concentrated in the Rajasthan Desert. Furthermore a new Artillery Division has been raised. Their likely main thrust remains the deep South Barmer-Mirpurkhas axis with secondary effort in the Jaisalmer-Rahimyarkhan area. The “COLD START” Doctrine is in keeping with the likely fulcrum of their offensive.
As night turns into day, the Indians will put their main effort in the deep South. 18 Div was almost overwhelmed in 1971. Two brigades of 33 Div were force-marched from the Rahimyarkhan area to stem the rot. Only the outstanding courage of individual unit commanders like Lt Col (later Brig) Mohammad Taj, S J & Bar (44 Punjab now 4 Sindh), saved Pakistan when “the barbarians were at the gate” in Chhor and Umerkot on Dec 12, 1971. Taj was symbolic of many brave officers who went up and down the line in the Thar Desert exhorting the rank and file, the line held. It was touch and go for a couple of days! Later, no one did more than Lt Gen Lehrasab Khan as Commmander 5 Corps for improving our defences in the area but even his soldierly persistence did not succeed penetrating military obduracy to get the resources in men and material required for the Chhor-Badin-Sujawal area. Indian Army Chief statement betrays hostile intent, says Pakistan: ISLAMABAD: Pakistan has reiterated its resolve that its desire for peace should not be taken as its weakness and we are ready for the defence and security of the country adding that statements by the Indian Army Chief betray hostile intent as well as hegemonic and jingoistic mindset which is in fact quite out of step with the realities of our time.
During briefing to journalists over successes of Pakistan’s foreign policy during the year 2009 here on Thursday, Foreign Office Spokesman Abdul Basit said, “No one should ever underestimate our capability and determination to foil any designs against the security of Pakistan. The international community should take due notice of such statements. Pakistan remains mindful to threats posed to its security as well as the importance of promoting peace in the region”.|
He made it clear that no country, including the United States was not allowed to interfere in Pakistani areas and, therefore, the international community should honor our concerns in this regard.
He said our foreign policy has got good achievements during 2009 because of hard efforts by the government and raised all the issues and problems in better way on all forums.
The whole world has appreciated Pakistan’s stance regarding regional peace and stability, he added.
Referring to Pakistan’s relations with important countries, Abdul Basit said President during this year paid three visits to China, while the Prime Minister paid one visit during which several important agreements were signed.
He said the trade volume between Pakistan and China is 7 billion dollars, which would be increased to 15 billion dollars, adding, there has been improvement in relations with European union and on free trade agreement.
About relations with the United States, he said relations with it are based on mutual respect and harmony and during the visit of Secretary of State Hillary Clinton both the countries agreed to start strategic dialogue on ministerial level and its first phase would be held next year.
Referring to relations with Afghanistan, he said Pakistan attaches great importance to its relations with Afghanistan and during the year it has given 300 million dollars in health, education and infrastructure.
He said presently, there are 6000 afghan students getting education and we want the repatriation of Afghan refugees early and with honor, adding, new government in Afghanistan has been established, which would improve peace and stability of the region.
Referring to relations with Muslim countries, the Foreign Office Spokesman said relations with Iran, Saudi Arab and United Arab Emirates have been improved.
About relations with arch rival India, he said the relations with it had been improved in Sharm-ul-Sheikh but is hesitating to move forward and now the ball regarding peace and stability in the region is now in the Indian court.
However, he made it clear that Pakistan wants peaceful resolution of all issues, including the Kashmir dispute, so that could bring stability in the region but will never compromise on principles.
In reply to a question regarding Indian Army Chief statement giving security threats to Pakistan, he said the statement shows Indian designs and the world should take notice of it and the threat is tantamount to disrupting peace in the region.
To a question about Pakistan signing CTBT or otherwise, he said decision to this effect would be taken according to security concerns of the country.
Regarding the demand of meeting of UN commission probing into the assassination of Benazir Bhutto with military leadership, he was of the view that no such request had been made and will take decision if happens such.
According to news reports filtering in, there was constipation in the Bharati diplomacy as well the armed forces. NEW DELHI: Pointing out India’s inadequate defence capability, Defence Minister AK Antony said India was surrounded by harmful elements. “We know very well that what we have is not enough. This is less than 30 percent of the capability we require,” Antony said while addressing a gathering in Panaji (South India) during the commissioning of the Indian Coast Guards fast patrol vessel, ‘Samrat’. Steveen Cohen the much quoted Pakistanphobe hinted about this and most Bharati analysted boasted about it. As they say, the devil is in the detail. When it was time for Bharat to attack the army wimped out, informing the Prime Minsier of Bharat that it could not undertake a war with Pakistan. The Bharati army was scared of a resounding defeat by Pakistan and was scared that it would cede territory to Pakistan which would cause a huge embarrassment to Delhi.

The Jamat e Islami is the first to rapidly respond to the threats for Delhi. Pehaps they were not reveling in the New Year celebrations and were ready with a reply. “This new doctrine along with the earlier restructuring of the Indian Command structure, particularly the operationalisation of South West Army Command (2005) has increased manifold threats to Pakistan. It has also enhanced Indian capacity for faster action, Prof. Khurshid Ahmad emphasized.
He pointed out that this statement of the Indian Chief and the training efforts stepped up at the Simla based Army Training Centre are warning signals which can be ignored only at our peril.
In this context, Prof. Khurshid stressed that the whole security paradigm for Pakistan has to be revisited and particularly because of the distortions forced on our security strategy by shifting under US pressure almost one third of the Pakistan Army’s Operational strength towards NWFP and Tribal Area.
“The engagement of Pakistan Armed Forces on its Western border and the high casualties suffered during the last three years, in particular, demand fundamental review of our involvement in America’s War on Terror. The Western front had been quiet ever since 1948. This was the great source of strength for Pakistan security. While America is planning exit strategy in Afghanistan it is using every bit of pressure not only to keep Pakistan Armed Forces engaged in Swat, Malakand and Waziristan but is pressuring us to open new fronts in North Waziristan and Orakzai Agency and even extend our operations towards Afghan Taliban. Nothing can be more dangerous than to pursue this American line and neglect the real threats that comes from the East” he added.
Prof. Khurshid has demanded Pakistan’s parliamentary, political and military leadership to immediately and seriously reconsider the threat situation and totally reformulate our strategy in the light of the October 22 Unanimous Resolution of the Parliament.
As expected the response for General Kiyani was just as strong.

Commenting on Gen Kayani’s observation, a defence analyst observed that India had to be reminded from time to time that Pakistan was a nuclear power, fully capable of deterring any external aggression.
He pointed out that Pakistan could fire missiles at only 10 minutes’ notice on all Indian cities.
Pakistan is the fourth country in the world possessing cruise missiles which are considered to be capable of accurately hitting targets in India.

Secretary of State Hillary Clinton during he campaign talked about Pakistani paranoia about Indian intentions in South Asia.
