Our message on the Atrocities in Gojra, Pakistan and Appeal to the People of Pakistan. We want peace to return to the land. Listing of Indian RAWs bomb blasts in Pakistan. Our man in England Pak Bird writes the following. Islam is complete code of life for all humanity. It ensure fair treatment and justice for all, including Muslims and non-Muslims equally, and strongly encourages Ihsan (favoring/supporting one beyond ones due right). In fact, besides the worship of one God, Allah (SWT), all that remains is justice and Ihsan.
The whole history of Islam and Muslims is wetness to the gracious generous treatment extended towards the minorities. Just as an example, the only prosperous and peaceful time that Jewish people can find in their history is when they were a minority under the Muslim rule. The fact that the Muslims ruled India for more than a thousand years and still ended up as a minority is a testimony of the religious freedom and harmony that was available to non-Muslims of the sub-continent. Riots against the minorities have been a characteristic of Hindus in India. The riots against minorities can not and must not be tolerated in Pakistan. Such an act is against the Islamic teachings. Only ignorants and criminals indulge themselves into the crimes against minorities. All minorities in Pakistan are the part and parcel of our society without any discrimination in owning property, running business and schools, having their own localities, traveling anywhere in Pakistan, and worshipping in their own places of worship.
While minorities are fully protected without any discrimination by the laws of the land, the members of all religions (including the followers of Islam) are not allowed to hurt or harm others’ feelings. But the bottom line is that no one can be allowed to take the law into one’s hands in the garb of reaction to alleged blasphemy or desecration of Quran. It is only the state that can properly investigate any reported incident of blasphemy and take appropriate legal measures against offenders.
It is unfortunately almost trivial in Pakistan to exploit people’s religious feelings. This particular incident in Gojra might be an isolated instantaneous event, a malice to score a revenge, or a planned attempt to start religious riots in Pakistan. After all, the enemies of Pakistan are desperately trying to ignite civil unrest in the country. Years ago they used to attack Shia and Sunny places of worship to play havoc in the Pakistani society. The people of Pakistan have now learned and understood the enemy’s tactics. No one now start rioting against the other group after any such attack. Our enemies are using the likes of TTP and BLA to perpetuate bloodshed in Pakistan. But that plan is fast nearing its demise without producing any tangible results for the enemies. It is not unimaginable that the enemies might be trying to open a new front in their dirty war against the Pakistanis. The government should act swiftly to take the responsibles of this heinous crime in Gojra to the task and ensure a quick and maximum possible punishment for the criminals. Justice must be timely and visible to all or else it is the murder of justice itself. It is indeed reassuring that the CM Punjab has visited the affected area and vowed to bring the culprits to justice.
ISLAMABAD: Governor Punjab Salman Taseer and Federal Minister for Minority Affairs Shahbaz Bhatti called on President Asif Ali Zardari here at the Presidency on Monday and briefed him about Gojra incident. Federal Minister for Minority Affairs who was tasked to proceed to Gojra for solidarity with the victims of violence presented preliminary report to the President. The Minister said that he along with Christian’s MPs, Church leaders and district administration visited the area and sympathized with the victims on behalf of the President.
The Minister said that they consoled and persuaded the protesting mob to end protest and get FIR registered against the attackers. The Minister said that a Presidential relief package of Rs.500,000 for each deceased and Rs.300,000 for a family of each burnt house was also announced during the visit to Gojra. The President said that the provincial government had already taken some measures and advised the Federal Minister Shahbaz Bhatti to work in coordination with the provincial government to restore peace and tranquility.
The President tasked the Federal Minister for Minority Affairs to again visit the Gojra tomorrow and remain there till the complete normalization of situation. The President welcomed the judicial inquiry into the incident and said that in the light of the inquiry ordered and investigations made the culprits be brought to justice in accordance with the law. President briefed about Gojra incident, ‘Pakistan Times’ Federal Bureau
The government has taken the right steps.
On February 3rd, 1948: Quaid in his speech directed towards all Pakistani and the minorities said, “ …. I assure you, Pakistan means to stand by its oft repeated promises of according equal rights to all its nationals irrespective of their caste or creed. Pakistan which symbolizes the aspirations of a nation that found it self to be a minority in the Indian subcontinent cannot be unmindful of minorities within its own borders. It is a pity that the fair name of Karachi was sullied by the sudden outburst of communal frenzy last month and I can’t find words strong enough to condemn the action of those who are responsible….”
We join all good people around the world in condemning the recent incidents of violence in Pakistan. We condemn the attack with every sinew of our body. Indian intelligence: “‘the aim of RAW is to keep internal disturbances flaring up and the ISI preoccupied so that Pakistan can lend no worthwhile resistance to Indian designs in the region.” The foreign or domestic thugs attacked a village in Gojra, Pakistan and took the innocent lives of Christian minority community members and then destroyed their homes. Pakistanis of all persuasions have faced terror and i many cases, it was later proved that the attacks came from foreign soil. It is not beyond comprehension that the same people who attacked the Wagah Police station, also attacked the Christians. These alleged extremists claimed to commit these inhumane acts and atrocities as a response to blasphemy of the Holy Quran.
On Jan 9th, 1948: When a riot broke out in retaliation for the massacre of Muslims in East Punjab, and after several trains had arrived in Lahore filled with the bodies of women and children the Quaid said, “ ….. Muslims! Protect your Hindu neighbors. Cooperate with the Government and the officials in protecting your Hindu neighbors against these lawless elements, fifth columnists and cliques. Pakistan must be governed through the properly constituted Government and not by cliques or fifth columnists or mobs…”
A minister has blamed the rioting another link in the episode to malign Pakistan. A “foreign hand”, usually a reference to Bharat (aka India) cannot be ruled out.
ISLAMABAD: Minister for Religious Affairs Hamid Saeed Kazmi Tuesday said Gojra incident was a conspiracy of country’s enemies to distort the image of Islam and Pakistan abroad. Talking to a local news channel, he criticized the local management for obviating the violence.
All and sundry in the country has condemned the abhorable incident of Gojra without any hesitation which proves that Pakistanis are not prejudiced, he said. The culprits involved in detestable incidents would not escape punishment. The News. Kazmi terms Gojra mishap plot to malign Pak image. Updated at: 2305 PST, Tuesday, August 04, 2009
The government has blamed the rioting on Al-Qaeda and foreign agends.
ISLAMABAD: Islamist militants from groups linked to al-Qaida and the Taliban are suspected of being behind the mob violence that killed eight. Christians in central Pakistan over the weekend, a senior government official said on Tuesday. Pak suspects al-Qaida group killed Christians.
Around 150 people were detained for questioning. The government received an intelligence report two months ago suggesting that militants were switching from suicide bombings to inciting sectarian strife in the country, Sanaullah said. REUTERS 4 August 2009, 06:52pm IST
We ask the Government of Pakistan to arrest the perpetrators of these crimes and execute exemplary punishment to them for the murder of the innocent people. Punishment to such people should be strong enough to serve as a strong deterrent to anyone in Pakistan who dares to contemplate such actions.
21st March 1948: Mass Rally in Dacca, Quaid said “….let me take this opportunity of repeating what I have already said: We shall treat the minorities in Pakistan fairly and justly. We shall maintain peace, law and order and protect and safeguard every citizen of Pakistan without any distinction of caste, creed or community…”
We offer our condolences to all the faith communities in Pakistan, and ensures them that we support them towards eradicating these hate based, misguided beasts who go against the very basic teachings of the Quran and Islam.
Quaid e Azam also said, “ ..minorities do not cease to be citizens. Minorities living in Pakistan do not cease to be citizens by virtue of their belonging to particular faith, religion or race. I have repeatedly made it clear, especially in my opening speech to the Constituent Assembly, that the minorities in Pakistan would be treated as our citizens and will enjoy all the rights as any other community. Pakistan shall pursue this policy and do all it can to create a sense of security and confidence in the non-Muslim minorities of Pakistan.”
We ask the larger society in Pakistan to get seriously involved in a meaningful and focused dialogue to look at how various laws are being abused in stripping the minorities in Pakistan of their rights. We need to enlighten ourselves and the world on how these crimes are against the principles and spirit of the creation of Pakistan and the core essence and teachings of the Quran.
The Quran is very explicit when it says, “there is no compulsion in religion,” (Quran 2: 256). The Quran also encourages Jews to live by the laws revealed to them in the Torah. In fact, the Quran expresses surprise that some Jews sought the arbitration of the Prophet of Islam (peace be upon him) rather than their own legal tradition (Quran 5:43). Again, in the same chapter, the Quran also recommends that the Christians live by their faith; “So let the people of the Gospel judge by that which Allah has revealed therein, for he who judges not by that which Allah has revealed is a sinner,”(Quran 5:47).
The Quran strongly promotes tolerance and condemns these abhorrent actions. Defying the spirit and law of the Quran and using verses out of context to justify these unforgivable actions against fellow humans is the ultimate disrespect to Quran.
The Quran instructs Muslims to deal with the ignorant in the following manner, “The worshippers of the All-Merciful are they who tread gently upon the earth, and when the ignorant address them, they reply, “Peace!”(Quran 25:63).
The Quran also instructs Muslims, “Whosoever kills an innocent human being, it shall be as if he has killed all mankind, and whosoever saves the life of one, it shall be as if he had saved the life of all mankind.” (Quran 5:32).
The Quran stresses tolerance and justice: “O ye who believe! Remain steadfast for Allah, bearing witness to justice. Do not allow your hatred for others make you swerve to wrongdoing and turn you away from justice. Be just; that is closer to true piety. (Quran 5:8)
The Quran highlights the position of Christians in our faith “ . . . and you will find the nearest in love to the believers (Muslims) those who say: ‘We are Christians.’ That is because amongst them are priests and monks, and they are not proud.” (Quran 5:82) .
Allah gives an unequivocal message in the Quran to the believers, emphasizing that they must stand up and fight to protect the rights of Jews and Christians, thereby allowing them to pray to God in their way.
“Permission (to fight) is given to those who are being attacked, because they have been wronged. And surely God measures out help for them. (They are) those who have been expelled from their homes in defiance of right,- (for no cause) except that they say, “our Lord is Allah.. Did not Allah check one set of people by means of another, there would surely have been pulled down monasteries, churches, synagogues, and mosques, in which the name of Allah is commemorated in abundant measure. Allah will certainly aid those who aid his (cause);- for verily Allah is full of Strength, Exalted in Might, (able to enforce His Will).(Quran 22:39-40)

Here is some desclassified material on operations of various intelligence agencies.
MODUS OPERANDI OF CIA
Psychological warfare, as the term is used by the U.S. Joint Chiefs of Staff … comprises all moral and physical means other than orthodox military operations which tend to destroy the will and ability of the enemy to resist, to deprive him of support of allies or neutrals and to increase in our own troops and allies the will to victory. The implements of psychological warfare are: open propaganda, subversion, special operations (sabotage, guerrilla warfare, espionage), political and cultural pressures, economic pressures. The principal effects sought are persuasion, sympathy, terrorization, confusion, division and physical interference. These operations, ancient in origin, are modernly employed, notably by Italy, Germany, the Soviet Union and other principal powers. The programs are planned more or less centrally in all nations, but executed by a variety of agencies. Memorandum on Intelligence for Psychological Warfare, by General John Magruder, Feb. 1943
Contact with underground movements through Foreign Nationalities Branch, through Labor Desk, SI, through independent emigres in this country (Mrs. Rado), through eventual MO Representatives in London, Stockholm, etc. Bribery and subsidies, maintain contact names index file, and work through MO Foreign Representatives and their agents. Blackmail — maintain contact names index file and work through MO Foreign Representatives and their agents. Counterfeiting. Currency reference for Mr. Healy’s James Hecksher and Mr. Shubart, Bank of the Manhattan Company, regarding foreign currencies, ration cards, passports, personal papers of the enemy prisoners or dead. Rumor and whispering campaigns — see special memo on these. Abduction — see Sedgwick proposals. Chain letters with cupidity, superstition and fear as main employed motives. Poisoning (tricks and toy gadget) instructions as to how to make or use these things in enemy occupied or enemy countries, actual distribution. Assassination by suggestion or agents. Illness and epidemics by suggestion or contagion. Diver’s manipulations: black market in neutral countries, discrediting by cartoons (Artsybasheff and Szyk). Possibility for MO Activity, by Frederick Oechsner, April 21, 1943
Instrumentality and media: open propaganda (radio, press, films); subversive: black propaganda, rumor spreading, “poison pen”, bribery, etc., physical destruction, guerrilla operations, etc., aimed to induce confusion, uncertainty, and fear; combat psychological warfare: activities carried on within the military ranks (radio, prisoner indoctrination, panic-production, etc.); economic pressure; diplomatic pressure; social contacts. Psychological warfare tactics: fraternization or neutralization, conversion (appeals to belief), soporifics (alleviation of anxieties), appeasement (appeals to expediency); disruption or attack, terror (aims to frighten), vilification (aims to undermine self-respect), confusion (aims to stir up conflicts between groups, over ideologies) Factors to be Considered in Planning Psychological Warfare Strategy, Nov. 3, 1942

Provisional Basic Field Manual
Provisional Basic Field Manual — Morale Operations, Dec. 21, 1943 (first 36 pages)
I have but one suggestion to make, which I believe will be an improvement by way of eliminating the present ambiguity in the text in the use of the word “Subversion”. The word is used in three places … without other qualifying or modifying language. In each such instance it is immediately followed by a description of activities which are instantly recognized as those of the SO Branch. However, at two places in the text … the word “Subversion” is followed by the expression “other than physical”, and here too immediately follows a description of the duties and activities of SO. Memorandum from Charles Pratt Healy on Provisional Basic Field Manual, Psychological Warfare, May 24, 1943
Subversion operations, other than physical, will be conducted within enemy countries, within enemy-occupied or controlled countries and within other areas where action or counter-action may be effective against the enemy. Such operations have for their purpose: inciting or spreading dissension, creating confusion and disorder, encouraging and supporting resistance and revolt against the enemy and the enemy government. The means (other than open propaganda) for carrying out the above operations are: by rumors and black propaganda; by contact with and manipulation of individuals and underground groups. Excerpts from “Provisional Basic Field Manual — Psychological Warfare” with regard to MO, May 1943
The OSS Planning Group in its meeting Monday, May 31, discussed the desirability of the preparation by the MO Branch of basic doctrine for MO operations. … The Planning Group also suggested that the preparation of such doctrine by the MO staff should be done in close liaison with the Psychological Warfare Staff, which it is believed has already done some work on such a project. MO Doctrine, June 1, 1943
There are tens of thousands of rumors in the OSS files. Those listed in the country-specific webpages are either from sustained campaigns, or are novel in some way. Rumors were designed to achieve long-range MO objectives, but were normally related to current events. Rumor themes were orchestrated by the “MOPO Committee” and coordinated with rumor campaigns of the British Political Warfare Executive (PWE). The British referred to rumors as “sibs”.
The following are the more important strategic uses of rumor for subversive purposes: Dividing the enemy by means of fostering distrust and suspicion between enemy allies, the enemy and collaborationists or within the enemy population itself. Terrorization by means of circulating rumors of a terrifing character. Certain rumors of this type when properly timed may be employed to precipitate panic. Arouse unwarranted optimism. This strategy is most effective in order to pave the way for the greateest psychological impact of impending defeat upon the enemy. Thus hopes are raised only to be precipitiously dashed. Deception. Here rumors are circulated primarily with the aim of deceiving enemy intelligence.
For your information, I am sending you a duplicated copy of the minutes of the first “Sib” Committee meeting. (“Sib” is British term for “rumor.”) This new committee is composed of the several Area of Operations Officers of the M.O. Branch, or their designated representatives. They meet twice a week and concern themselves soley at these meetings with framing of rumors to be sent to our field offices for dissemination. Memorandum from Lt. Patrick Dolan to Lt. Col. Edward W. Gamble, Sept. 3, 1943
At present the R.A.F. will have nothing to do with the dropping of black printed matter the reasons being (a) that any of the crews captured in possession of such material woukd probably be shot and (b) S.O.E. is afraid that if such stuff were dropped it would lodge in trees, on roofs, etc., and give away the show. Coordination with the Office of War Information
Recommendation: That permission be requested from S.I. and R&A to release to O.W.I recent reports on anti-Fascist activities in Italy. O.W.I does not have an intelligence set-up comparable to O.S.S. and we can further M.O.’s aims by giving them some of our intelligence. The reports might be given them for background information or for quotation — in the latter case, the source must not be given. Furthermore, a great number of the latest reports on Italy bear directly on O.W.I’s field. Secret Memorandum from V. Taylor to MOPO Committee, June 23, 1943
To hasten dissemination of this propaganda, it is now proposed to fake a leaflet, supposedly spread by the Italian Underground, and to hand the text of the fake leaflet to OWI for broadcasting. In this way, we’ll reach our target quicker. Secret Memorandum from Eugene P. Warner to MOPO Committee, June 23, 1943
You will be interested to know that we have struck a deal with Doob of O.W.I. whereby he now is able to plant selected rumor items in O.W.I. for newscasts. … We are continuing to supply Doob with a considerable amount of material and are greatly encouraged over the use of it. Incidentally, the programs are rebroadcast by B.B.C. Naturally this arrangement with Doob is on a purely informal and unofficial level and should be kept within the family. Planting False Information in the News Media
Dr. Embree has just passed me a note informing me that he has accidentally learned that OFF is in the process of preparing a report in which they intend to make suggestions regarding what the American public should be told about Japan. He expresses the feeling that the suggestions may be quite naive and may show a rather shallow understanding of the complexity of the Japanese-U.S. relations. Is there any instrumentality by which information on foreign countries coordinated by COI may be communicated to OFF for domestic consumption? Memorandum from Robert C. Tryon, Chief, Psychology Division, to Mr. Baxter, Jan. 29, 1942
The British say that they do not like plants in British open channels and seldom use them. Occasionally the rumor will make a circuit and come home to roost in the form of a story in the newspapers, but there is very little direct implantation. Memorandum from Frederick Oechsner to Robert H. Knapp, Oct. 18, 1943
Confirming our conversation of this date I suggest that an inquiry be made relative to the foreign circulation of such periodicals as the New York Times, Lifeand Time Magazine, Armyand Navy Journal, Inventors Journal, etc. It is obvious that if these periodicals are dispatched by airmail to Lisbon, for example, the German authorities there will immediately relay the periodicals to the proper authorities in Berlin. If it is possible; if it has not already been done; and if it is within our province I suggest that we could utilize this situation to our advantate by “planting” articles in such foreign edition for the benefit of enemy consumption. The motion picture is one of the most powerful propaganda weapons at the disposal of the United States. Motion pictures are an unparalleled instructional medium – they can present new facts concerning important problems on which peopke are ignorant and on which they ought to be informed; they can clarify complicated problems on which people are confused. Motion pictures are a potent force in attitude formation, and attitudes are the basis of action and morale. Motion pictures can stimulate or inhibit action. Motion pictures can contribute to the building and maintenance of morale by: (1) Dispelling doubt and uncertainty, and allaying anxiety. (2) Providing a unique and valuable form of recreation. Motion pictures can orient the individual to affairs beyond his personal experience by providing opportunities for vicarious participation. Newsreels, for example, are the best medium for giving the remote civilian the “feel” of front line combat. The Motion Picture as a Weapon of Psychological Warfare, circa 1943
