Sometimes Delhi is hard of hearing. Milliband reiterated the opinion of almost all concerned–that Pakistan was not involved in the Mumbai militancy. This was probably stated after the ridiculous “dossier” submitted by Bharat (aka India). The “dossier” contained shaving cream and toothpaste with “Made in Pakistan” written on it.
As if the militants on a suicide mission would be worried about dental hygiene and looks.

NEW DELHI: Visiting British Foreign Secretary David Miliband said in India on Tuesday he believes the Mumbai terror attacks were not directed by Islamabad – contradicting Indian statements that the South Asian rival’s state agencies were ‘involved’ – but called on Pakistan to ‘act properly’ in bringing the perpetrators to justice.
“I have said publicly, I don’t believe the attacks were directed by Pakistani state … and I think it is important to restate that. What is important is the approach of Pakistani state towards the Lashkar-e-Tayyaba (LT),” Miliband said while addressing a joint press conference with his Indian counterpart, Pranab Mukherjee.
Need to do more: Indicating, however, that Pakistan needed to do more and referring to the arrest of LT leaders, Miliband said, “You know there is a history of people being arrested and then not being prosecuted or brought to justice.” He also apparently differed with India’s demand that Pakistan hand over wanted people.
Earlier during hour-long talks, both sides discussed the terrorism threat at length. Mukherjee said that concerted international pressure was needed to ‘force Pakistan to take action’.
Miliband said his country was clear about the origins of the Mumbai attackers and the responsibilities of the Pakistani government, saying the Pakistani judicial system is independent.
“Our engagement with … the Pakistani state is dedicated to say that the threat to their country comes [from] within its own borders,” said the UK official.
Miliband also believes that President Asif Ali Zardari is sincere in his efforts to tackle terrorism.
“The difficult thing in counter-insurgency is not to write a strategy … the difficult thing is to put in practice a strategy. All friends of Pakistan should take forward … [Pakistani’s] multi-pronged agenda,” he said.
