IP pipeline alive. Pakistan should setup plant & sell CNG to India

Rupee News has been discussing the pipelines of the world for years. Pipeline Page

India has lost a golden opportunity to get Iranian Gas. India intoxicated by meager success is blind to real self-portrait of caste infested penury and balkanization. Pakistan has decided to purchase the Iranian gas exclusively without any Indian participation.

Pipelineistan: The politics of IPC, IPI, TAPI, TAPIC

Pipelinistan:

Pakistan supported China when she was recognized only by Albania, and built the bridge to the USA. This fact cannot be forgotten by the Chinese who mention it in every summit and mentioned it in this summit also.India’s recalcitrance to join and China’s eager interest in the Iran Pakistan pipeline bodes well for the visionaries who wish to convert the Pakistan energy corridor into a reality. The introduction of China into the pipeline project is huge morale boost for Pakistan and places a hamper on the hard bargaining on transportation costs. China has the largest investment banks in the world, and with Chinese trade surpluses, the financing issues would evaporate in a nano-secondThe original pipeline from Iran to India was supposed to be an underwater pipeline that economically hooked up Iran to China. The Indian vision was to bypass Pakistan and build the Chahbahar base and then spread a network of railroads and roadways networks to Afghanistan, Central Asia and Russia. Iran was a key link in hooking up to longtime Indian ally Russia.India’s recalcitrance to join and China’s eager interest in the Iran Pakistan pipeline bodes well for the visionaries who wish to convert the Pakistan energy corridor into a reality. The introduction of China into the pipeline project is huge morale boost for Pakistan and places a hamper on the hard bargaining on transportation costs. China has the largest investment banks in the world, and with Chinese trade surpluses, the financing issues would evaporate in a nano-second.

Pakistan should buy all the gas it needs and then purchase double or triple that amount. It can then sell the surplus gas in CNG containers on the open market.

ISLAMABAD, Dec 24: Pakistan has proposed to Iran to buy the Indian share of gas from a proposed $7.5 billion pipeline because India appears to have lost interest in the project after signing a civilian nuclear deal with the US.

Sources in the ministry of petroleum told Dawn on Wednesday that a team of energy experts led by Adviser to the Prime Minister on Petroleum and Natural Resources Dr Asim Hussain would go to Iran on Monday on a two-day visit to discuss the deal.

The sources said the team was visiting Iran on the directives of President Asif Ali Zardari and it had thoroughly discussed the deal with him and Prime Minister Yousaf Raza Gilani.

They said that the delegation would try to persuade the Iranian authorities to sign the agreement in the next few months even if India stayed out.

“We will try our best to convince the Iranian side of the need for starting work on the project as early as possible,” an official in the ministry told Dawn.

Iran recently said that it planned to link the gas prices with that of crude oil in the Gulf market, with a ratio of 80 to 100 — meaning that if a barrel of crude oil is priced at $100 in the international market, Iran will sell one million cubic feet of gas at $80. Also, the gas prices will not remain fixed but will fluctuate in accordance with the oil price.

Iran has said that after the completion of the project, it will fix gas price at around $10 to $12 per British thermal unit compared to $4 offered by Pakistan and India.

Are these threats orchestrated misinformation to get Pakistan to retaliate against the Uzbeks and discredit the IMU struggle against Russia?Pakistan and ChinaThe new reality in Islamabad is not going to be as compliant to American wishes on the so called “Global War on Terror.” There is a broad consensus in Pakistan that doing Americas bidding is “never ending game” which impedes Pakistani growth, and the blowback is detrimental to Pakistani interests. Irregardless of which political party comes to power, the change in Pakistan’s internal and foreign policy will be definately discernable. Within the next months and years, Pakistan will be going through an historic shift in alliances. The new alliances being formed are Russia-China-Pakistan. Iran may have realized the implications to its own security in Chahbahar. If not, the carpet bombing may convince it if its blunders

Good riddance it’s dead. Pakistan should never enter into any undertaking with India. It will always end with harm, deception and tears.

The ‘appalling fraud’ of Mumbai and all the previous false flag operations shows that Pakistan should never trust the viper to its east.

Pakistan should end all contact with India, especially halting their shoddy goods and their propaganda films from entering Pakistan.

Suggestions to the Pakistan Delegation going to Iran in regards to Gas Pipeline.
      1) To finalize the pipeline deal with Iran, regardless of India involvement. It should be Iran and Pakistan pipeline first. Despite of US objection, Pakistan need to go ahead with the project, as matter of National Energy Security. Pakistan’s interest First and Most Important. Time is right to go ahead without any further delays.
      2) In terms of money for the project, no need to borrow from IMF or World Bank at any cost, no matter what. Get the loan for the project from China only.
      3) To link the Gas price to crude oil in Gulf at the rate of 50% (or half the price of crude oil barrel for one million BTU) of the crude oil rate. That is a fair rate for both Iran and Pakistan.
      4) Pakistan should ask India for a Tariff of $2.00 per million BTU for transit fee, at the current rate. If they agree to the price, then Pakistan can extend the pipeline to India. Regardless of the close distance proximity for India. Pakistan shouldn’t sell at any price lower than $2.00 rate. If the price of crude oil varies then the future Tariff should also varies according to the present percentage of the initial price. Tariff price will not be at fixed rate but at a variable percentage of $2.00 for $50.00 rate of one million BTU. So future rate variable to that formula. DEAL OR NO DEAL , plain and simple as that to India. Take it or leave it.
      5) If present government agrees to deal with India at a lower rate, then that should be considered a treason and protested at all levels within Pakistan, and will not be acceptable to Pakistani citizens and will be rejected. So the government officials ( petroleum ministry) better keep the nations interest First.
      6) If India plays games as always and stall the process than Pakistan should extend that Pipeline to China regardless.
      7) Along the gas pipeline, Pakistan need to get a pipeline for crude oil as well from Iran, which will save on infra-structure, at the same time and have two pipelines coming from Iran to Pakistan and then to China for Gas and Crude oil. It will save a lot of money to have these two projects launched for gas and crude oil pipelines simultaneously rather than starting them separately years apart.
      8) Again, all cost for the project can be loaned from China or even better as following:
      9) Pakistan Pipeline Fund; which citizens can help generate, as National Investment Scheme for Nation Building, which will be paid back within 2 years by the government in the from of: National Health Care, National Welfare and National Educational Scheme back to the citizens from the revenue generated. This way the whole Nation has stake in the project, for all people of Pakistan. This will be a test for our wealthy elite and business man to show how much Patriotic they are to the Nation. We did that before under Ayub Khan to purchase Gawader, but never planned to develop it further into any National Project. This time for Nation building and within 2 years we will see the benefits of project.
      10) We can do it, leaders need to have pure intent for the cause and it will serve as multi-purpose approach to energy, welfare, education, medical, regional development and security needs of Pakistan from Tariff money via China and India. Even if there is no India we can launch all these projects from China Tariff on gas and crude oil.
Lets not waste time on politics, Pakistan First.
May Allah gives us Strength, Courage and Wisdom.
      Best Regards to All.

Dr. Rajput: Thank you for your kind comments. Our suggestion is to purchase gas and never extend it to India. We suggest that Pakistan setup of a “Compressed Natural Gas” plant. The CNG can then be sold in the open market and if Indai wants to buy it in the open market, so be it.

Under no circumstances should the IP pipeline be extended to India.

      Mr. Moin Ansari,
Thank-you for the article and posting my comments. My comments content got posted twice in the same area, if you can please correct that.
I agree that no trade can be conducted under hostile environment, but if India and Pakistan relations normalize later, these should be the parameters for the rules of engagement. I tried to approach the issue with broader perspective. Its a three stage project. India should not be an issue.
Trade can happen if India wants peaceful existence with Pakistan, and not try to be a player in the Great Game. India should understand that it lies outside of the Great Game, not in its center or within it. Respects Indus Water Treaty, Kashmir resolution. Then Pakistan, will talk about extending pipeline at rate of 4-5% Tariff on the pipeline per million BTU price. Pakistan First, by which i mean, best interest of our all all population regardless of where they reside in Pakistan. Lets not loose focus of the above recommendations I suggested which has broader implications. I would appreciate if other can add to the above recommended projects suggestion and we can pass it on to the appropriate delegation or authorities.
      Best Regards to All
