1.Introduction to RAW:The Research and Analysis Wing (RAW ) of India is different in nature than that of the intellegence of any other country. RAW is the creator Brahma’ the Supreme Being’ who creates the nation. It gave birth to Bangladesh.

RAW is Yamaraj’ the God of death. It has already killed half a dozen countries including Goa’ Daman and Diu’ Hyderabad’ Pondicherry’ Jammu’ Kashmir and Sikkim. The last victim is Sikkim. RAW is Vishnu who takes care of politics’ economy’ religion’ water policy and people’s policy of other countries’ which it’ at the moment’ is doing in Nepal. Therefore it is necessary to understand the objectives and organizational pattern of this agency.

Indian intelligence service (IB) is a legacy received from the British. It is doing its work in its own place. Similarly’ a separate spy agency (INA) has been set up for military intelligence. India has already the Central
Bureau of Intelligence’ shortly known as CBI’ like the Central Intelligence Agency (CIA) of the US and the Russian Intelligence Agency (KGB) to carry out works relating to the country’s security.

There is also a Criminal Investigation Department (CID). CBI and RAW are different’ for the former is a regular organ of the state’ while the latter is the unnatural organ. CBI is basically involved in security and corrective
matters’ while RAW is found to have been involved in destructive and negative activities.

RAW is indulged in creating instability and chasms in the politics of other countries’ and sowing the seeds of dissensions and hostility in the realms of ethnicity’ religions and gender. Thus it contributes to disturbing communal harmony and ultimately disintegrating the country. After Sri Lanka’ Bangladesh’ Bhutan and Sikkim’ RAW is now focused on Jammu-Kashmir and Nepal.

The situation of Nepal is more serious and sensitive than that of Kashmir. Though it is because of Kashmir that the ego of Pakistan has been badly bruised’ it cannot go to the extent of infringing upon the independence and sovereignty of Pakistan as a nation. Even if Kashmir became independent’ India would remain as Soviet Russia. But both these things do not apply in the case of Nepal. Wars over Jammu-Kashmir are like those between two tigers’ while in the case of Nepal’ it is like between wolf and cow. The
leaders here are cows who are dependent on them and carry out their functions as per their advices. For further elaboration I would like to quote K.P.Nayar ” The mainstream political parties in Nepal are beholded to India.

Without India’s consistent—albeit often tactical—support for their objectives, Nepal would never have “democracy” in 1990. The dispute between the Nepali Congress and the communists on foreign policy has essentially been about who has India’s ear, never on how to eliminate India’s influence in Nepal or how to cut the kingdom’s umbilitical cord with India” [1] This indicaates that how Nepali politics and paries are run upon India’s remote control, how NC, CPN-UML, NSP and RPP are directly on Indian influence.  According to him – it is no great secret in Kathmandu that New Delhi forced the king’s hand in June in getting him to appoint Sher Bahadur Deuba as prime minister.

So was done for Surya Bahadur Thapa before him. It is no wondeer that even in the political appontments to be done by His Majesty or by His Majesty’s government are appointed in the PEs, Institutions, Academies, constitutional bodies etc. There are numorious names known to all apponted on the recommendation of the Indian Embassy on the lists prepared and submitted by the RAW. They (Koirala, Nepal, Thapa & Rana) compit to visit to India as how to be closer than the others. These days the RAW disguised as wolf is scratching their back.

It does not seem nothing more than scratching on the surface’ given the speeches and write-ups made in public and international forums. But hardly any people are aware of the fact that the same scratching will ultimately lead to taking out of all the entrails through the anus. The wolf is trying
to make the cow convinced of its noble objectives. The organizational
pattern of RAW differs from that of other intelligence agencies. Now

2.Organization of RAW

In 1949 or two years after the independence of India’ Mr. Pillai felt the
need of setting up an agency to study international activities. One year
after this’ the then home secretary Mr. Benarjee apprised the prime minister

a body. This was established at the end of 1950. With a clear break from the
past’ Mr. Mallick was appointed as acting chief of this agency. By 1953′
Mallick had expanded his scope by targeting China’ Tibet’ Sikkim’ Karachi’
Lahore’ Dhaka’ Burma and Sri Lanka. But after the agency came to be operated
through coordination between the ministries of home’ foreign and defence’
its functioning also came to be different from those of KGB and CIA. Known
as Small Foreign Intelligence’ its focus was on neighboring countries.

India had a war with Pakistan in 1947-48 and with China in 1962. Once again India entered into war with Pakistan in 1965. There was yet another war in Nathula of Sikkim in 1967. One year after this a task force was formed to study the measures needed to be taken to make the functioning of the body more effective. General Chaudhary and defence minister YB Chauhan gave a final shape to the report prepared by brigadier MN Batra.

And consequently’ RAW was formally established on September 21′ 1968 with
Kao as its first director. Following the formal split in the Indian National
Congress in 1969′ Revenue Intelligence which was under the Ministry of
Finance was brought under the Ministry of Home. The CBI which was under the
Ministry of Home was brought under the Department of Bureaucracy. But RAW
was housed in the Cabinet Secretariat and was permanently brought under the
direct supervision of the prime minister. This provision continues even to
this day.

In 1969′ RAW had a budget of Rs 20 million with a total of 250 employees. In
1981′ its budget was raised to Rs 100 million with 7’000 employees. Now RAW
has more than 10’000 employees. In Nepal alone’ RAW is estimated to have
more than 1’000 employees. RAW’s men have reached everywhere from the royal
palace to constitutional bodies. They are scattered all over the five
development regions’ 14 zones and 75 districts. They work as hair dressers’
grocers and carpenters. The Nepalese people have been hired to get things
done through them. What is surprising is that the individuals who receive
salaries from RAW do not know that they are RAW employees.

A Joint Intelligence Committee has been set up under the prime minister. A
director is appointed as chief of the RAW with one deputy director under
him. Both the committee and the director function under the PM. The deputy
director has two important bodies under him: the Aviation Research Center
(ARC) and the Special Service Bureau (SSB). Additional secretary of the
Office of Special Operation is given the responsibility of taking care of
internal and external security’ electronic and technical unit and general
administration.

Directly under the additional secretary are five joint-secretaries who take
care of Pakistan’ China and South East Asia’ Middle East and Africa’ other
countries’ and Electronic and Technical Unit and administration desks. Every
desk officer is required to maintain a comprehensive record. The desk is
required to provide every information needed for operation. Depending on
necessity’ special project is prepared to study a particular case.

An arrangement has been made for special trainings for RAW. The first
training center was established in the Ananda Parbat-based Godadiya hostel
of New Delhi. This was later shifted just behind a cinema hall in New Delhi’
then to Vashanta Bihar. The special training school set up in 1970 has ever
since been run by five permanent teachers. Additional manpower is added to
it depending on the necessity and the project to be carried out.

Given its organizational pattern and activities it carries out’ RAW is
different from the intelligence agencies of other countries. It is said to
have been established with a view to making analysis of and researches into
foreign affairs’ but its actual and ulterior motives are to drive wedges
between the neighboring countries and to make them play and dance as per its
wishes so that its ulterior objectives could be fulfilled.

It has already attained full success by making Sri Lanka’ the Maldives’
Bangladesh’ Sikkim and Bhutan play to the tune of it and has thus gained a
lot of experience.

China and Pakistan are on its priority list. Nepal belongs to its special
project. Famous journalist Ashoka Raina says: “Intelligence agencies are
everywhere around the world’ but there is no such agency as RAW so much
criticized.” Indian Foreign Intelligence Agency-IFIR developed RAW during
the past two decades at such a speed that it brought about the flood of
misinformation.

All the neighboring countries were blown out’ ruined and pushed into a
whirlpool of chaos’ conflict and dissensions. Temptation’ fascination and
ambition overtook them. They fought among themselves and disintegrated. Not
only did it break their unity and weaken them’ they also pushed themselves
into the world of deprivation. They got a hellish life as described in Garud
Puran (a religious scripture).

3.Ignoble Act

Since its very establishment in 1968′ RAW has been playing a hated’ criminal
game and has earned very bad reputation through espionage. Ever since the
existence of East Pakistan’ RAW started spreading its vicious network and
within a short period of time expanded its tentacles across Bangladesh like
an infectious disease. That it is easier to carry out such works in a
country where deprivation and lack of awareness are rampant is vindicated by
the activities taking place in such country. Its network increased like the
malignant cells of cancer. However’ the record detailing such activities
could hardly be detected.

RAW is an insurmountable or super organization. In fact it analyzes
organization. (Ashoka Raina)

4.Autocratic Institution

RAW need not be accountable to both Lok Sabha (Lower House) of parliament
and Rajya Sabha (Upper House) of India. They cannot ask any questions to it.
To the contrary’ RAW enjoys the power to supervise all levels throughout
India. The Public Service Commission or the Staff Commission does not have
any role in their recruitment. India has a large number of powerful
organizations like RAW functioning independently across it.[3]
Though RAW has been placed under the prime minister in principle’ he or she
is hardly informed of its activities.

RAW creates a huge pressure in framing India’s external policies’ especially
relating to its neighboring countries. In the wake of the incident of 1971
in Bangladesh’ 1975 in Sikkim’ 1987 in Sri Lanka and 1990 in Nepal’ RAW has
played a powerful role in Indian politics also.[4] This is why Indian
political parties and the prime minister or ministers cannot concretize
their promises even if they sometimes show gestures of goodwill. Presently
the policy of India towards Nepal is on the edge of rechange.

According to Nayar-” India is to decide among to once again decisively take
sides to maintain India’s interests, just as Rajiv did in the second half of
his prime ministership. Postponement of King Gyanendra’s visit to India,
means that the UPA government is unsure of how to deal with the kingdom’s
already dire crisis.”

“Reality is that Nepal’s political parties have failed their country and
their people. And it would be useless to hope that these political parties
can bring stability to Nepal.So India can only lead to Indian support to
Gyanendra in his efforts to return Nepal to stability and a functioning
political system. Because Monarchy is the only institution that can prevent
the emergence of an unpredictable Maoist government in south Asia.”

” But overall relation with India has been continuation of past policies;
therefore it has continued to supply arms to Nepal. Because the Maoist
insurgency has become so critical, it has become useless to call for a
balance between the monarchy and Nepal’s political parties as a way out of
the kingdom’s crisis. ”

According to the Indian internalised inteeres as Nayar expressed the Indian
interest is -”Because of :
v they are beholden to India.
v the Nepali Congress and Communists have never wanted to reduce Indian
influence in Nepal and to make Nepal free from India
v India’s real interest is on water resource of Nepal.
v “As India embarks on greater economic growth, the hydel potential of Nepal
and Bhutan are as significant to the country as the oil resources of Iraq
and Saudi Arabia are to America.
v Like it or not, India’s policies towards Nepal must be considerably
conditioned by this realization.”[5]

RAW has earned its reputation as the country’s biggest and the most powerful
intelligence agency. That is why it has its say in the formulation of
India’s policy. As regards foreign affairs and internal security’ it is RAW
that plays a paramount role. The Ministry of External Affairs does nothing
more than implementing the policies worked out by RAW.

The embassies or diplomatic missions functioning under the ministry also
implement these policies. In keeping with the RAW’s instructions’ the
Embassy of India in Nepal also recommends policies for such sectors as
industry’ trade’ citizenship and politics’ and for who should be appointed
to which post of which institution. It also recommends what the government
should do about a particular issue or subject.

Some of the major policies framed by RAW are as follows:

To widen the arch of influence of India in other countries’ particularly
neighboring countries’ in the name of friendship and cooperation. They put
on an act of friendship’ but are secretly playing an enemy’s role. A number
of problems including the problems of Bhutanese refugees and Maoist war bear
testimony to this.

It resorts to the tactics of threats and harassment’ and even may go to the
extent of using force in case of necessity. Border security force’ border
encroachment including no-man’s land’ loots and forcible entry of the Indian
armed police into Nepal from time to time can also be attributed to the
policies crafted by RAW.

It accords priority to bilateral policies and wants to create a messed-up or
confused situation by signing treaties or agreements as many as possible.
Transit facility to Nepal’ Bhutanese refugees and Farakka dam of Bangladesh
are the outcomes of this policy.
India tends to be subservient to the more powerful countries but acts as a
superpower when it comes to dealing with small and weak countries.

The treaty signed by the then prime minister Krishna Prasad Bhattarai on
June 10′ 1990 was necessitated by its policy of being a super cop in South
Asia and of containing the influence of other powerful nations.

5.RAW’s Objectives

It is publicized outside that India has no interests whatsoever in annexing
small countries beset with problems on all sides and reeling under poverty.
But given the tendency of India’ encroachment of the land of small countries
is a matter which it has given high value. Expansion of territory at all
costs is its intention. It has annexed small and weak states through
deception. Hyderabad’ Goa’ Daman, Diu, Jammu and Kashmir and Sikkim are the
examples of the states thus annexed. Merger of Bangladesh with India is
RAW’s ultimate goal.[6] If we can have a united India straightaway without
such division’ that will’ of course’ be very welcome. [7] The famous issue
of COMPOSA is also serving to fulfill the same goal. There were three main
objectives behind the formation of RAW’ which are as follows:

To expand Indian sovereignty to the unsafe and feeble neighboring states
which are in deplorable plight.

To turn India into a superpower by enhancing its strategic’ political and
cultural influence in the Indian Ocean.

To recreate a wholesome Chakravarti Bharatvarsha (long-lasting monolithic
Indian sub-continent).

6.RAW’s Working Procedures

RAW is not an orphanage that takes care of orphans. It would not have spent
so much money if it did not have any ulterior or vested interests. It has
certain objectives and its own modus operandi. Some of its major working
procedures are given below. But RAW’ depending on places and situation’
works out its new procedures and immediately puts them into action through
its agencies. All agencies of India give first priority to RAW’s plan of
action.

Destabilization: The first procedure RAW follows is to give a sense of wrong
impression to the people about any existing things particularly those which
have already taken roots in neighboring countries’ and to uproot or destroy
or ruin them. In all neighboring countries’ RAW has followed the
destabilization process.

In the context of Nepal’ to destabilize the Panchayat regime was its main
goal. But it has’ by now’ also destabilized many structures even within the
present multi-party democratic system.The faaailure of party system
(1990-2005),emerging Maoists activities, contradicting between parties and
the king all fall undeeer this scheme. Instead of two contradicting poweers
(1963-1997) RAW could add one more making three rivelries todestabilize
Nepali politics and economy. The Maoist war is also a chapter in a series of
such policies. Bangabhoomi’ Chittagaon and Hilltank of Bangladesh are
examples of this policy.

Disintegration: When a country becomes disintegrated’ the country suffers
from deprivation and attention is focused on it. This may be a good occasion
for the infiltration of military force which can be given a lasting shape.
Bangladesh has already disintegrated’ but it could neither become a Sikkim
nor a Bhutan.

To further disintegrate the country’ such organizations as Bangla Upabhastu
Kalyan Parishad’ Nikhil Banga Nagarik Sanstha’ Banga Liberation Organization
and the Liberation Tiger of Bengal have been abetted. Like the Tamil Tigers
of Elam of Sri Lanka’ the Khambwan Liberation Front’ Karnali Liberation
Front’ Tarai Liberation Front and Mithila Bhoomi were incited.

There were baseless arguments in Kathmandu that Nepal should be made
independent just as India was made independent by Britain which had enslaved
it for about three hundred years. Britain had made a greater India by
unifying a total of 665 principalities and states. Nepal’s case is
different. Nepal united within for the sake of presseerving eastern polity
and culture as well.

Secession Movement: By raising the sensitive issues of caste’ language,
religion, gender, ethnicity and region’ attempts are made to aid the
secessionist campaign. This will engage the people in temptation for power
rather than giving attention to productive works. Thus the country becomes
poor. It is easier to achieve goals in poor countries.

Create Anarchy: Under this comes taking out of processions and rallies’
vandalizing of public property’ arsons’ etc to press for the fulfillment of
demands through their party’ organization’ faction or clique. This leads to
a situation where nobody obeys nobody and the country will be pushed into a
vortex of utter confusion.

This process is continuing in all neighboring countries except in
Sikkim.Dozen of ddddailies, weeklies and monthlies newspapers have already
been established in Nepal to destablish and drain Nepali economy, mind and
resources.These papers have barred other neibours such as China, Pakistan,
Bhutan and Bangla Desh . The pro Birendra protesst rally, Rittik Roshan
opposition, the one september rally against the brutal killing in Iraq aare
the glaring examples of the success of erecting anarchical state or a failed
state.

Unstable Neighbor: In all neighboring countries including Pakistan’ attempts
are being made to destabilize politics’ administration and economy. Both the
abettor and the abetted are responsible for such state.

Non-prosperous Neighbor: RAW wants that no neighboring countries would be
able to achieve prosperity by mobilizing their means and resources. In fact’
Nepal has the potential to become a prosperous nation in the world provided
that its natural resources like forest’ water are properly exploited.

This is why RAW has centered its attention on taking possession of big or
small rivers like Koshi’ Gandaki’ Mahakali and Rapti. RAW has a finger in
the pie. Behind the failure of projects such as Karnali’ Kankai’ Arun and
Sikta is the hand of RAW. Similarly’ it has also its hand in dismantling the
trade and industry sector including garment and Pashmina industries.
Farrakka dam of Bangladesh can be taken as a case in point.

Draining Neighbor’s Economy: To contain the growth of competitive industry
and entrepreneurship’ to provide employment to Indian citizens and to expand
the market for its products are what constitute the objectives of RAW.
Behind the demolition of the Leather and Shoe Factory’ Paper Industry’
poultry farming’ paddy cultivation’ etc lies the hand of RAW. It has
achieved success in dismantling all types of industry in the neighboring
countries except in China and Pakistan.

Pressurize Neighbors to Prevent Independent Foreign Policy and Defense:
Behind the slogan of “Hamara Bharat Mahan” (Our India is Great) is hidden
the design that its foreign and defense policy should prevail everywhere
from the Himalayas right down to the India Ocean. All neighboring countries
have faced this pressure. Either to make all countries face the fate of
Sikkim or’ at least’ coerce them to accept the policies as reached with
Bhutan is what the RAW wants to do.

Investigation: RAW is always on the lookout for secret’ sensitive issues
which can be blown up to serve its interests. It thinks of the ways on how
the issue can be fanned out and crafts slogans accordingly. Such activities
have already taken place in Nepal. In India itself’ there is a provision for
will-system with regard to handing over of property. But our women are not
ready to accept this. Similarly’ if citizenships are provided from the
mother’s side’ some 3-5 million Indians will acquire Nepali citizenship.
This will create a situation in which we may lose our nationality.

Harassment: Keeping the countries always harassed and confused forms another
working policy of RAW. Military infiltration’ intervention in water
resources’inundation’ territorial encroachment’ disappearance of border
pillars’ failure of big projects’ encroachment of the no-man’s land’ transit
control’ harassment to the people in moving around’ blockade’ sanction’
refugee and Maoist problems and the troubles they have created for poultry
farming’ feed industry’ vegetable ghee and dry port are the handiwork of
this intelligence agency.

Cradle of Insurgency: RAW is of the view that if some insurgency or
disturbance is created in a country’ the reins of that country will go to
another country’s hand. This policy has been instrumental in all political’
social’ economic and religious revolts.
Continuous Conspiracy: RAW firmly believes that serious conspiracy prevents
one day’ that is’ continuous conspiracy will one day ruin or disintegrate
the nation to the suitability of one’s own plan. If CIA brought about the
fall of Russia and East Europe’ why can’t RAW have the result to its liking?
RAW is active with this thinking in mind.

Out Migrate Citizens’ Keep Others in Minority: RAW has pursued the major
policy of infiltrating its citizens into other countries by hook or by
crook. There are various reasons behind it. The first is to reduce its
population and enhance the people’s quality of life. Second’ RAW has the
far-sighted vision of creating an India of “cream” people by flushing out
those of criminal tendency’ refugees’ beggars and tramps which it has in
large number.

Third’ it aims to bring in resources from other countries and outnumber the
voters in neighboring countries with its citizens. This program has been
given continuity with the thinking that if such a situation could be
created’ it would help it to build a government of its own liking and
choice’ more different from those in Fiji and Mauritius. RAW in its parlance
calls such persons moving in other countries “push-back.”

Following the split of East and West Pakistan in 1947′ people were offered
an opportunity to decide which country they would like to stay as per their
faith. But the Muslims who had come to settle in India have been repatriated
to Bangladesh since 1971 and this includes Indian Muslims also.

For this purpose’ a Mohajeer Union has been set up.[8] Chittaranjan Sattaar’
Kalidas Vaidya and Nirodh Manjudar who are in collusion with RAW have been
even provided with big bungalows in India for their support.

In order to reinforce this plan of action’ India has installed 882 outposts
along the border fenced with barbed wire. This force lets cross over to
Bangladesh only those who are recommended by the Mohajeer Union. According
to RAW’ the number of such Bangladeshis in West Bengal alone amounts to 7.5
million and 20 million all over India. As an evidence’ the population census
of the past can be taken. In the past ten years’ the number of Muslims is
rising everywhere’ while the Muslim population of West Bengal has decreased
from 45% to 29%.[9]

Recently India has deployed the border security force along the Nepal-India
border also. Just like in Bangladesh’ they also help their fellow citizens
to come over to Nepal’ smuggle cheap’ spurious and sub-standard items into
Nepal’ harass the export of Nepalese goods into Indian markets’ help smuggle
low quality goods including chemical fertiliser, insecticides, pesticides,
medicines, garments or electronic goods, keep the wealth of Nepalis in India
itself and return only persons. Ironically this may prove to be a support to
anti-national elements within the country.

7.Implementation Process of RAW’s Policies

Some of the activities RAW has been carrying out to concretize the policies
in question are as follows:

In espionage’ RAW basically makes use of its foreign diplomatic missions.
They accord more priority to the works decided by RAW than the activities of
their profession. Increasing the number of Indian citizens’ placing all job
opportunities in their hands’ ensuring special protection of such employers
and employees’ providing running capital to low level laborers with no home
and land in India’ ruining the Nepalese industry’ crippling Nepal’s trade
with other countries except with India and appointing their henchmen in
key-posts are some of the few examples which fall within the RAW’s policy.

Politicians’ military officers’ the police’ civil employees’ lawyers’
scholars’ journalists’ artists’ teachers’ farmers’ women workers and trade
unionists of the countries to be spied on (particularly neighboring
countries) are taken into control through threats’ blackmailing and
temptation. Then they are given trainings and are recruited to collect
information. The “Nepal Game Plan” had also come up with the same intention.
It basically aimed at giving a clean chit to those who were exposed for
their misdeeds in the course of serving the RAW’ threatening and
discouraging true nationalists and tricking some into joining the agency
again.

Yet another objective of RAW is to put pressures for signing unequal treaty
or agreement. The agreement signed by the then prime minister Krishna Prasad
Bhattarai’ the Tanakpur agreement signed by Girija Prasad Koirala which he
repeatedly claimed to be only an understanding’ the Transit Treaty’ the
15-year petroleum purchase agreement reached with the Nepal Police and the
Agreement on Mutual Cooperation between the Government of India and His
Majesty’s Government of Nepal presented to late king Birendra for signing on
April 1′ 1990′ which the late king had rejected’ are some of the examples of
this policy. Since then the Thapa government sign in to be run the Birganj

The diplomatic mission’ in the course of increasing its influence through
audio-visual means’ has played an immense role through the Nepal-India
Cultural Center. From time to time’ dances of India’ cultural programs’
films’ seminars’ talk programs’ trade fairs in India and exhibitions are
organized. These days’ such programs to be organized by the Embassy of India
have considerably increased.

The working papers presented in seminars and workshops also contribute to
increasing Indian influence. NN Singh who throughout his life did the favor
of supplying the secrets of the royal palace to Delhi was politically
appointed to the post of chief of the National Administrative Staff College
with facilities of both salary and pension.

The essence or crux of the seminar whose chief guest was the former governor
of Maharastra and former executive director of the Staff College there was
that Indian citizens should be allowed to purchase immovable property in

weapons and trainings provided by India confirm this beyond doubt. It raps
terrorism outside and wears a mask of anti-terrorism but provides dynamism
to terrorism and disintegration. Rallies’ processions’ vandalism’ picketing’
strikes’ sit-ins’ etc are funded by India. And this will lead to instability
and lawlessness.

It provides money to the political parties and their leaders to contest
elections and help them win election by sending goons. To win or lose
elections is in their hands. Thus it maintains its dominance over
government’ parties and MPs.

RAW offers hundreds of thousands of rupees to the means of mass media under
the pretext of advertisement and always tries to keep them on its side. This
will help it spread unfounded’ fictitious rumors and hatred to serve its
interests. This is perhaps in the most intensified form among the SAARC
countries.

Such works as killing and kidnapping of important figures and military coups are carried out at the directive of RAW. This will help make political changes to their liking.
