Up to the mid-seventies the Sri Lankan government had kept India happy by following policies which followed the Indian line – domestically and externally. The trouble began in 1977 when the Sri Lanka Freedom Party (SLFP) lost power to the Jayewardene-led United National Party in elections. He moved towards a more cooperative policy with the United States and Sri Lanka chose to oppose the Indian demand for the withdrawal of all foreign naval forces from the Indian Ocean. Mrs. Gandhi had already been irked by Sri Lanka’s support to Pakistan during the 1971 war when it allowed landing and fuelling facilities to Pakistan’s East-West commercial flights.

So RAW saw a perfect opportunity to exploit within the prevailing dispute between the Sinhalese majority (74 percent) and Tamil minority (14 percent) over distribution of economic and social spoils of independence. Before the two sides could work out a compromise, India, through its RAW, managed to polarise the two sides as well as militarise this essentially political conflict. On the Mukti Bahini model, RAW built up terrorist training camps in India for a number of Tamil terrorist organisations, while India suddenly began orchestrating a public campaign feigning concern because of the links the Tamils had with the 50 million Indian Tamils of Tamil Nadu state – which was separated from Sri Lanka by the Palk Straits. It was only a matter of time before the militants trained in India began sidelining the moderate Tamils and instead demanding complete independence – Ealam. Ironically, the presence of Tamil training camps in Tamil Nadu often created a law and order situation when large arms were captured by the state police. The surprise for the state government came when New Delhi ordered that such captured material be returned.

According to Rohan Gunaratna, in his book Indian Intervention in Sri Lanka, RAW waged a secret war in India beginning 1983 so that when the Sri Lankan armed forces launched a major offensive against the Tamil militancy in 1987, the Indian government had already ensured that the Tamils were well supplied and were able to conduct terrorist acts that brought the war closer to Colombo. Tamil Nadu had become the sanctuary for the Tamil terrorists in their hit-and-run tactics. Already, a year prior to this offensive, that is by 1986, there were over 20,000 Indian trained and financed Tamils and India forced Sri Lanka through this militant pressure to alter its foreign policy. But even more crucial, India by now was systematically destabilising Sri Lanka. Being unable to resist the temptation to now intervene directly, India used the Sri Lankan offensive against the Tamil terrorists to force Sri Lanka to accept India’s armed intervention ostensibly to save ‘ innocent Tamil civilians’. Unfortunately for India, the controversial Indo-Sri Lankan Accord of July 1987 proved to be as much of a failure as India’s policy of direct intervention. The result was India’s massively assisted LTTE (Liberation Tigers of Tamil Eelam) turned on its benefactor and declared war against the Indian forces in Sri Lanka. All in all, this Indian adventure killed 60,000 men, women and children and forced the Indians to withdraw their forces without successfully completing their mission. The price has been steep for both India and Sri Lanka and even today Sri Lanka is paying the price for this Indian-initiated and RAW inspired polarised conflict. The extent of RAW’s role in this affair has been painstakingly documented by Gunaratna in his book on the Indian intervention.

Growing Pakistan Sri Lanka ties. The Pakistani Foreign Minister said that his country was playing an active role in the international campaign against terrorism as a frontline state and the country has been a victim of terrorism for decades and their counter terrorism efforts predated the events of 9/11.

He said in no uncertain terms that they would not allow foreign troops to operate inside its territory too. He said military action within their territory was the sole prerogative of the Pakistani armed forces.

He said the country has subscribed to a comprehensive strategy to counter terrorism that included political economic and military measures to find immediate and long term solutions to the problem. He said Pakistan wished to address the root causes of terrorism and to suppress it for the long term.

Pakistan’s Foreign Minister Makhdoom Shah Mahmood Quereshi assured the Sri Lankans in London that Pakistan’s “excellent” relations with Sri Lanka  will continue and that Pakistan will continue to provide all available help to crush terrorism from his country. Pakistan’s Foreign Minister Makhdoom Shah Mahmood Quereshi made the commitment in a packed house at the International Istitute of Strategic Studies in London. The Pakistani Foreign Minister said Sri Lanka will receive all help the country’s government need to eradicate the terrorist menace.

Wickramaratne said Pakistan had done great service to her neighbor in the past by giving military aid in the hour of need.

    Dream on Pakis. The day you will get an inch of Kashmir, for which you have been crying for 6 decades, I will accept that India is a failed state.
    Many pakis say that they have 36% of Kashmir already. But they are ignorant of the fact that that part of kashmir they got was from Kashmir King before he joined India.

    Pak Govt ahs betted everythign for Kashmir but failed to get even an inch so far. Hehehehe

    Mr ansari, if Pakistan was clever they would have nurtured the east pakistan even at the cost to themselves. Then they would have had a vice grip on India from both sides, a strategic placement in both SW and SE Asia and a great direct line to China and almost all possible trade routes in Asia. They could have placed Indian NE is real threat and could have r eally pinned India down.

    It was very stupid of them not to realize that India would in the long-run try to get out of this situation and engineer a break-up. Indians may not feel more than necessary guilty for such thought as they think the TNT was devised to break the country..so its sort of paying back in the same coin.

    What they did not expect of course is a collosal lack of foresight on the part of Pak leaders. Please read the Hamoodor Commission report and know that foreign agents cannot start such a civil uprising..though they can surely abet and flame it.

    Point being…if you do not understand your own good and spend your time in fillibustering..others may not be too charitable all the time.

    Ayub Khan, Yahya Khan and Bhutto in 71 brought pakistan to this stage. Bad defense planning, military coups, military having more fun in aministration and smuggling, racial hatred of bengalis all added to the defeat. Manekshaw did not really need that 80000 ghosts.

    But of course it took a steely determination of Indira gandhi to secure the eastern front for foreseeable future.

    It is a well known and well documented fact that Bharat not only funded, armed, supported and sponsored the Mukti Bahni. General Mankeshaw and many others have written about this fact. The Bharati trained and sponsored were not sent to East Pakistan for arts and crafts projects. More than 80,000 Bharatis were prancing about East Pakistan conducting sabotage, rape, arson and murder.

    Bharati forces were supplying these terrorists with arms and equipment. The Pakistani soldiers and the loyal Pakistanis were defending the land from the murderers, and terrorists. Please make sure that this has not been forgotten either by the Bengalis nor the Pakistanis. This shall be avenged. Sleep with one eye open. If you don’t behead a viper, it can come back–and the “nagun” never forgets a murder.

    What amuses you also happened in Lanka–when the Bharatis and Tamils supported the LTTE.

    After December 16th, 1091, more than 50,000 loyal Pakistanis were massacred, and millions live in over 70 camps in Bangaldesh to this date. Bharat than tried to use its Rakhi Bahni (with a sitting Bharati General) to incorporate Bangladesh into Bharat. On 14th August 1975 patriotic Bangladeshis murdered the Indian agent called Mujib and left his body to rot in the streets for days. On that day Khondakar Mushtaque Ahmed, and General Zia buried Bangladeshi secularism deep into the bay of bengal–where it rusts. Bharat then tried to use the Chakma tribals to snatch away Chittagong Hill tracks from Bangladesh and still pursues that goal. THis week in the anniversary of the massacre of several dozen Bangladeshi border guards.

    Bharat used terror to take over Muslim Bengal. The Eastern front is not secure. Your unrealistic bragging about an ephemeral “victory” is subject to a lot of holes created by the reality on the ground. Southern Tibet is as restive as ever, and China has amplified its claims on the area that Bharat calls “Arunchal Pradesh” (Chinese territory occupied by Bharat). The Eastern front has become more vulnerable as ever. Assam has no links with Delhi, and Bharati soldiers are an uncommon sight–unless they are in body bags. Today it faces a nuclear Pakistan and a belligerent Bangaldesh which is taking over Assam, West Bengal, and Bihar. Soon West bengal will be a Muslim majority area. Delhi can’t win for losing. 1971 is simply a blimp in the greater war that Bharat has been losing for six decades.

    It is now happening in Pakistan with the TTP.
