According to the Indus Water treaty, the three Western rivers, The Indus, The Chenab and the Jheum belong to Pakistan and the three western rivers, the Sutlej, the Beas and the Ravi belong to India. The waters from these rivers belong to the respective countries.
So what is the problem?
The problem is the Indian occupation of Kashmir which allows her access to the mouth of the rivers. In flagrant violation of the Indus Water Treaty–in letter and in spirit India has built several dams and barrages on the three Western rivers which belong to Pakistan.

The occupation of Kashmir with 800,000 Indian soldiers creates the “Kashmiri intifada” as well as the scenario for the coming water wars in Kashmir.

There has been a lot of activity on discussing Kashmir. However there has been little progress.Peace is a two way street. There is a huge contraversy on the Article of Accession. Recently the grand daughter of Shaikh Abdullah described the AOA as “provisional. Islamabad says the dam will obstruct the flow of water to Pakistan and threaten irrigation and power projects.
The two-day talks were the first of a series on several contentious issues between now and mid-August.
A joint statement at the end of the talks said they had been “cordial and constructive”.”Progress has been made,” the statement, quoted by Reuters news agency, said “The two sides also decided to meet again for further talks on the issue.
Talks on the dam dispute were last held in 1998.

India says the dam will help maintain better water levels in a nearby lake and regulate the flow of flood waters.
The two nations refer to the dam project by different names – Pakistan calls it the Wullar barrage and India calls it the Tulbul navigation project.
Pakistan fears the proposed dam on the Jhelum river, a tributary of the Indus, will affect water levels further downstream in the plains of its Punjab province.

Terminology: India calls it the Tulbul Navigation Project. For Pakistan it is Wullar Barrage. The Dispute: India proposed to build the barrage in 1984 on the River Jhelum, at the mouth of Wullar Lake, India’s largest fresh water lake, near Sopore town in Kashmir Valley. Pakistan protested claiming it was a violation of 1960 Indus Waters Treaty . India claims the barrage would make the river navigable in summer, but Pakistan believes it could be used by India to control the flow of the river and can be used as a geo-strategic weapon. The barrage also has the potential to disrupt the triple canal project of Pakistan-Upper Jhelum Canal, Upper Chenab Canal and the Lower Bari Doab Canal. According to the original Indian plan, the barrage was expected to be of 439-feet long and 40-feet wide, and would have a maximum storage capacity of 0.30 million acres feet of water. Pakistan’s View: With some 95 per cent of its river water originating or running through Jammu and Kashmir, Pakistan can hardly ignore Wullar Barrage. It claims India is violating the Indus Water Treaty of 1960 that was signed after international negotiations. India’s View: Says it is not an effort to divert water flowing into Pakistan. The project is to make the river navigable during summer. Progress: Pakistan took the case to Indus Waters Commission in 1986, a year later it admitted its failure to resolve the issue. Before Pakistan moved International Arbitral Court, India stopped construction. Eight rounds of talks have been held till now. The ninth round is being held from July 29, 2004. |





india’s gdp is about ten times bigger than pakistan.. give it another twenty years, it will be at least fifteen times more,.. and then all problems will be solved, on their own just by the sheer weight of india… no kashmir problem and no water problem, no more problems at all…
