The US think tanks had recommended that Pakistan reorganize its entire army into a counter-insurgency force and move all its troops away from the Eastern sector away from India. No one is sure who would protect the Pakistan’s Eastern borders. Many Neocons and even politicians like Hillary Clinton think that the threat from India is only Pakistani paranoia and that Pakistan should simply play dead in front of India.

General Kiyani has apparently the rebuffed the US demand to completely reorganize the Pakistan army from an army of the state of Pakistan into an outsourced off shored subservient enterprise of US Inc. General Kiyani is one of the most pro-American Generals of the army and he was interviewed by the US before Musharraf approved him nomination.

Perhaps General Kyani learned Pakistani history at the Rawalpindi war college. This is common knowledge on the streets of Pakistan–it is sad the most powerful corridors of power in Washington are unable to decipher these truths ingrained int he DNA of every Pakistani. Despite all other factors, and there are many, the USA needs to recognize the profound desire of the Pakistanis to stay independent from India. This verity is not taught at Kingspoint or Wharton.

In 1965 the US had promised Pakistan the India would notbeallowedto cross the international border and that it had a free hand with operation Gibraltar in Kashmir. After the commencement of the operation, India attacked Pakistan in Chamb, Lahore and Sialkot, and it was only due to exemplary bravery of the Pakistani nation, and perhaps natural providence or divine intervention that prevented India to occupy any Pakistani territory. In 1971 the 7th fleet was to go to East Pakistan and assist Pakistan. Dhaka fell on December 16th, 1971. The American fleet reached the Bay of Bengal in January and even then stayed away from any port. It did notprovideanyfeeble assistance to Pakistan. That year Pakistanis pledged “Never Again” and proved it with with Nuclear explosions in Pokran as tit for tat retaliation for the India nuclear tests. In 1973 the Egyptians crossed the Seuz Canal and destroyed the much touted Israeli Barlev lines. There was no impediment between the Sinai and Tel Aviv. Smelling the wafty smell of defeat the US Airforce repaintedtheF-16s and attacked the Egyptian 3rd army with pinpoint precision provided by American satellites. Israel and Egypt sued for peace and Israel returned the Sinai. In the 50s the biggest aviation in the history of mankind supported the besieged Berliners…and so on and so forth.

After having failed to stop Pakistan’s nuclear efforts, Pakistanis remember that President Clinton goaded India into exploding her nuclear devices and then tried to rolback Pakistan’s nuclear plans with embargoes, sanctions and pressure.

What is the impact of the rejection? How will a jilted US react? The US may pressurise Mr. 10% Zardari into removing President Musharraf and General Kyani and appointing a more complaint Pakistani Chief of Army Staff (COAS). This may be done in the guise of a constitutional package to help “reestablish the judiciary”–the pet peev of Mr. Nawaz Sharif. If the PMLN had any brains, they would recognize the move and abort it. However the PMLN is steeped in revenge recrimination politics and will make more diabolical Faustian deals–anything to assist in the removal of thier perceived archenemy Pervez Musharraf.

The US may also try to get Musharraf his successor or Mr. Zardari to remove General Kiyani. In any of these cases, the army, the establishment, the fringe religious parties, and the Pakistani street will be very resistant to a obsequiousarmy leader at the top. Field Marshall Ayub Khan, General Zia and General Musharraf even after receiving copious support from the US in the end did not support American policy. AyubKhanthrew the Yanks out of Badabareandcreated bridges with China. General Zia double crossed the CIA and continued making the bomb. General Musharraf refused to assist the CIA in bombing Iran. All faced extensive CIA psy-ops and had to leave office, but subsequent US policy had to face tremendous hurdles in Paksitan. Much to the chagrin of the US, after Ayub Khan, Bhutto became Prime Minister. And much ot the disappointment of the US, General Zia was followed by the mercurial Nawaz Sharif who did not bend under pressure on the bombs.

One day the US will realize that the Pakistan army is a monolith”borgunit” that thinks as a collective–top to bottom. What is surprising that the $80 billion think tank industry was unable to find the self evident truth that no Pakistani general could accept the proposal floated by the Neocons and then survive for more than a week in Pakistan. There would be demonstrations in the street that would put the Iranian revolution look like a Sunday picnic.

Pakistan has been spending millions of Dollars in fighting the Global War on terror (GWOT). Amazingly the US is not supporting the efforts to arm and revamp the 100,000 strong Frontier Corp. that is is need of M-16s, helicopters, predator drones, bullet proof vests, armored carrying vehicles, IED detection devices and heavy armored trucks. None of these are forthcoming from the US.

Spread thin in Iraq, the US is unable to provide the strengthth needed to secure Kabul and retake Afghanistan from the Pakhtuns (mislabeled as the Taliban) fighting against occupation. Neither NATO nor ISAF has been able to produce the 10,000 new troops that have been requested. What really irks the Americans is the laizzezFair attitude of the Europe and in “fighting” the war. The Europeans do not venture out and are not interested in fighting the Pakhtuns-a determined and pernicious enemy that refuses to be cowed down by aerial bombing and drones. This US frustration gives way to new ideas on using Pakistan to fight the good war for the USA at a very low price– $750 million for the next five years. This American frustration defies any solution for the American proxy war in Iraq–started on false pretences, and the same frustration offers no solution to Afghanistan.

The only way out of America is to trust the Pakistanis, build relationships withPakistan, install a pro-Pakistan government in Kabul and review its policy withIndia. With changing administration looming on the horizon this remains unlikely. It is a matter of peace or war. A matter of propserity or survival.

This week all American presidential candidates paid homage and signed undying fidelity in blood to AIPAC. If the new right wing Israeli Mr. Netenyahu becomes the new Prime Minister, he will surely start a foolhardy and unnecessarywar with Iran–with or without US help. With the Gulf of Hormuz choked and bombs falling all over the Middle East, and with $250-$500 a barrel in oil, the economic crisis will drown all other woes and change the world we live in– permanently.

‘Pak-US military relations at worst since 9/11′* Kayani tells NATO he won’t retrain or re-equip troops to fight counter-insurgency war

WASHINGTON/LAHORE: Relations between the United States military and the Pakistan Army are at their worst point since September 11, 2001, senior Western military officers and diplomats have said, as Pakistani troops withdraw from Tribal Areas bordering Afghanistan. According to Pakistani journalist Ahmed Rashid, writing in the Washington Post, there are also signs that Washington is delaying delivery of US arms meant for the eastern front and is asking Western allies to do the same.

Kayani: The report says that army chief General Ashfaq Kayanihas told US military and NATO officials that he would notretrainorre-equip troops to fight the counterinsurgency war along Pakistan’s western border. Instead, it adds, the bulk of the army would stay deployed on Pakistan’s border with India. While the US is training and equipping 100,000 troops of the Frontier Corps, it has rejected Pakistani requests to equip four to five new units, Rashid claims.

According to the report, the Taliban virtually rule FATA. The Pakistani army, it adds, is ‘shaken’ because of the losses it has suffered, which is why it has offered peace deals to the Taliban, which unfortunately do not stop the Taliban from attacking NATO and Afghan forces in Afghanistan. These attacks from Pakistan are said to have risen sharply. Meanwhile, Baitullah Mehsudhas vowed that jihad in Afghanistan will continue, even as Afghan President Hamid Karzaiexpressesfrustration at Pakistan’s attitude on ‘sanctuaries’ in the Tribal Areas. The Afghan leader is said to have confessed that he has been unsuccessful in “convincing the world to end the sanctuaries for terrorism.”
