“Made is China” is growing sending alarm bells to the arms manufacturers of the world

This is ironic for the Russians. During the Cold War, much Western military and civilian technology was blatantly copied, including microprocessors and computers themselves, by the Russians. Since the end of the Cold War, Russia has been more careful about this, because the collapse of the Soviet Union opened up the Russian defense labs, and their large store of discoveries that had not been developed into anything useful yet. American manufacturers were eager to get rights to this technology, once they got a good look at it. The Western firms paid, and the billions of dollars that entered the Russian economy that way forced the Russians to reciprocate, and pay for Western technology they wanted. The world is watching the huge potential of China. It has a huge and growing middle class and reserves worth $1 Trillion. The old saying goes something like this… ”If China needed 1 billion refrigerators, it would buy, one German fridge, one American fridge, one Russian fridge and one French fridge…it would then copy all of them as “Made in China” products”. The Chinese have huge “reengineering factories”, where thousands of young graduates from universities break down every latest foreign made product into small pieces and try to assemble it back together with Chinese made parts. If sa 100% assembly is not possible, the particular part is given to more experience engineers to decipher, and design. This process continues ’till the entire product has Chinese made products. It may take the Chinese a few days, a few weeks, a few months or even a few years, but ultimately the Chinese “Made in China” product emerges at a cheaper price. The Chinese make the appropriate changes and then flood the market with products that are cheaper in cost.

An aircraft engine that China is trying to make is effectively a replica of Russia’s AL-31F though China is assuring experts that it has designed the engine.

Moscow. May 22. INTERFAX – “Special attention will be paid” to “the further development of ties in the field of military technological cooperation” during visits by Russian President Dmitry Medvevev to Kazakhstan and China this week but no contracts are to be signed during them, a Kremlin source said.

Kazakhstan “is actively modernizing its armed forces, and under the military doctrine adopted in Kazakhstan defense of air space is very important for them,” the source told Interfax.

They are modernizing their air defense system and so they are showing interest in Russian means of air defense,” the source said.

Shipments of firearms from the Defense Ministry’s stock could be discussed, too, he added.

Russia’s military technological cooperation with Kazakhstan is not so large-scale as with other countries of the Commonwealth of Independent States, and amounted to about $80 million last year, the source said.

Regarding China, “we haven’t got any contracts or agreements ready specially for this visit,” he said.

The talks will deal with aircraft and naval weapons systems in the first place,” the source said.

The Russian side will raise the issue of “legal regulation of military technological cooperation,” he said. This will include signing an agreement on the mutual protection of intellectual property. “It is not the most topical but an interesting issue,” the source said.

“We don’t have any major grievances as regards exports under license agreements,” he said.

Earlier, experts said, citing the media, that China was assembling some Russian weapons systems without having license for this.

For example, China is beginning to manufacture a fighter that is in effect a replica of the Russian Sukhoi SU-27, the media said.

But though Chinese imports of Russian weapons have gone down in volume in the past two to three years, China still describes its military technological cooperation with Russia as a strategic partnership. This is not an exaggeration as more than half of Russian arms exports have been going to China for many years.

Russia has supplied China with weapons worth a total of more than $25 billion for the past 15 years. Aircraft, ships and air defenses account for the bulk of this sum.

China’s armed forces have more than 280 Su-27SK, Su-27UBK, Su-30MKK and Su-30MK2 fighters.

Several years ago, China signed a contract authorizing it to assemble 200 Su-27SK fighters. After building 105 planes, China unilaterally suspended the deal.

Russian exports to China have also included X-35 air-to-surface missiles, X-31A anti-ship missiles and X-31P anti-radar missiles.

China has also bought a large shipment of Mil Mi-8, Mi-17 and Mi-171 helicopters and some aircraft engines from Russia. The new Chinese fighter JF-17, for example, is fitted with the RD-93 engine produced by the Chernyshev Engineering Enterprise in Moscow.

Russia has built two Project 956E destroyers, two Project 956EM destroyers, two Project 877EKM diesel-electric submarines and ten project 636 and Project 636M submarines under contracts with China.

China has bought shipments of S-300PMU-1 and S-300PMU-2 surface-to-air missile systems sufficient to arm 28 battalions and about 30 Tor-M1 short-range surface-to-air missiles designed and manufactured by the Almaz-Antei enterprise.

China’s purchases of weapons for land forces have been insignificant, however. The country has bought 1,000 Krasnopol-M guided artillery missiles and several Smerch multiple rocket launchers.

In a sense, Russian-Chinese weapons trade has been in crisis for the past two years.

One reason is that, whereas in the past China bought a large amount of Russian weapons, today it would like to focus on joint projects and the acquisition of state-of-the-art technology.

Russian weapons expert Konstantin Makiyenko argues that Russia should react by sharply raising the technological standards of weapons to be offered to China.

In the segment of air force armaments, it might be the Russian multirole fighter Su-35 fitted with avionics close to fifth-generation standards, an Irbis-E radar and 117S engines. In the naval armaments segment, it may be Project 677E non-nuclear submarines and individual elements that may be used by the Chinese People’s Liberation Army in implementing the aircraft carrier construction program,” Makiyenko said.

A heavily upgraded deck-based fighter that is a modified Su-33 could be the main element, he said.

China might also be interested in powerful tactical systems, namely sea-based Tupolev Tu-22M3 missile carriers with new heavy anti-ship missiles, Project 971 multirole submarines and especially Project 949A Mikoyan MiG-31M interceptor aircraft.

Makiyenko said a 2005 contract to supply China with 34 Ilyushin Il-76MD military transport aircraft and four Il-78 aerial refueling tankers “has in effect been ruined because of the inability of the Tashkent plant to meet its commitments on time.
