PARIS: In its ideological struggle against Al Qaeda, American anti-terrorist strategy too often overlooks the basic tenets of the infamous Chinese warlord Sun Tzu, namely: know your enemy.That is the fixed view of leading analysts, who conclude that through ignorance of the enemy it faces, ignorance of its nature, its goals, its strengths and its weaknesses, the United States is condemned to failure.
“The attention of the US military and intelligence community is directed almost uniformly towards hunting down militant leaders or protecting US forces, (and) not towards understanding the enemy we now face,” said Bruce Hoffman, a professor at Georgetown University, Washington DC.”
This is a monumental failing not only because decapitation strategies have rarely worked in countering mass-mobilisation terrorist or insurgent campaigns, but also because Al Qaeda’s ability to continue this struggle is based absolutely on its capacity to attract new recruits and replenish its resources.
These targeted killings may have achieved the objective of eliminating a person, but the death of the person may rejuvenate the “idea”. It doesn’t matter how bad the idea is. The bombing in Cambodia did not defeat the Vietcong, it actually provided the impetus for rise of the Khemer Rouge as well as the defeat of the South Vietnamese forces.
The American ear dismisses these sobering lessons from history. Unfortunately the sane advice is considered noise. In the Neocon mind the “Charge of the Light Brigade” must continue.
By targeting minor and major players on Pakistani territory, they may be cheering in Washington, but creating headaches in Islamabad. The Exedrins and the denials do nothing to fool the opposition and the followers of Bin Laden. The world knows when an American incursion takes place. Pakistan from all over the political spectrum do not like the invasion.
Each time there is a targeted killing, it provides great recruiting posters to Mr. Bin Laden. A change in administration may increase the incursions into Pakistan. A veciferous opposition wants to renegotiate the deal with America.
