US AID vs terror and Pakistan: Pakistani “cheese” for Western “whine.” 

Selling Pakistan too cheap- Learning Tit-4-Tat diplomacy and charging the right prices of services rendered. Neither the government nor the Pakistani politicians are countering Western propaganda properly.

Pakistan is the most abused friend and the most ill-treated ally. Nothing is good enough!

Each American whine should be countered with a Pakistani cheese and a gripe! 

Lessons from History: Turkey turned down $38 Billion just for one time access during the Iraq war. Pakistan settled for an ongoing perpetual mimetic war at $5 billion in ten years? Blackwater charges $150,000 per soldier.

Israel has recieved more tha $100 Billion. Egypt has received more than $50 Billion.Pakistan gets pennies on the Dollar.

In the 80s, President Jimmy Carter offered about $250 million in US aid to Pakistan to fight the Soviets. Zia finally setteled with Reagan for $1.3 Billion over a few years. this was a horrendous mistake and cost Pakistan 100 more in lives, opportunity costs, Klashnikov culture and mayhem which continues to this day.

Mines were also left in Afghanistan and have still not been removed. ISAF should eliminate all the mines in Afghanistan, build dams and provide help to the Afghans.

Ahmad Qureshi, an influential Pakistani jounalist of international repute discusses US-Pakistan relations. Here is a quote from a recent column from his website.

…Time for some blunt speak from Islamabad. Truth is, ever since our American friends seized Afghanistan in 2001, that country has gradually turned into a staging ground for destabilization in neighboring Pakistan. If Washington is focused on terrorists crossing our mountainous border into Afghanistan, Islamabad is more concerned at how Afghanistan has become a haven for an assortment of underground forces that consider Pakistan the enemy. These forces remain hostage to a Cold War mindset, and draw support from players beyond Afghanistan’s borders.To paraphrase Ambassador Paterson’s words, terrorist attacks on us from the Afghan soil have already become catastrophic for Pak-U.S. relations, fueling doubts about U.S. intentions.”

Zia’s wrong response: When asked by reporters, how he would convey the arms needed to the border he blustered “the arms will get there, like the tribals get there“. This meant on mules and on roads not built for 16 wheelers, and on highways that melted away on the onslaught of the National Logistics Cell mega trucks.

No bill was ever presented to the aiding countries for:

1) The infrastructure that was built to support the allies in the war on Afghanistan

2) The retaliatory bombing that happened in in Pakistani bazaars, post offices.

3) The two million Pakistani and Afghan kids that died in the war that destroyed the USSR

4) The destruction of the infrastructure as a result of the war

5) The decimation of the Pakistani economy, and the halt in the economic progress because of the Afghan war.

6) The economic cost of the sanctions. Right after the war was over, the aid stopped and Pakistan was sanctioned for a decade 

7) The cost of hosting 3.5 million Afghan refugees in Pakistan that refuse to go back home even today.

Capitalism understand bills.

Each request has to be tied in to a bill. When the Americans had asked President Zia-ul-Haq about the transportation, Zia should have responded with an invoice.

Can Pakistan provide Logistical support for War in Pakistan? 

Right Response: Six new freeways from Lahore, Islamabad, Karachi, Gwadar to Tokham, Chaman, and Baluchistan. Pakistan should have submitted a bill ofr High-speed bullet trains from Karachi and Port Qasim to Peshawar, to Chaman, to Torkham. Also, Pakistan should have asked to build a new port in the Ran of Kutch with freeways and trians to Islamabad.

Today also, Americans are saying the following:

1) Eliminate the insurgency in Waziristan: This has to be countered with an invoice. 

2) Secure the Nuclear weapons . This too has to be countered with an invoice.

The $5 Billion being transferred to Pakistan as aid over a ten year period is joke and does not really qualify as aid. The aid request should be $50 Billion per year. This includes the $10 Billion in lost revenue to Pakistan per year because of the “war on Terror”.

“Insurgency in Waziristan”: “Wrong response:” We have placed 80,000 troops and 1000 have died

Right response:” Insurgency can only we reduced by  investing in infrastructure. 

Bill #: 2/02/2008:Here is the invoice for $10 Billion for 500 new hospitals, and  50 new freeways by Swiss and German companies.

Madarsas“: “Pakistanis being trained in  ’Madarsas’

Wrong response:Long harangue on madarsas and a history lesson

Right response: Bill #: 2/02/2008: $10 Billion to build 1000 new schools to be built by Korean companies within a year.

INSURGENCY IN WAZIRSTAN: 

a) Reject the $750 million being offered over a span of ten years as peanuts.

b)  Present an invoice for building 6 Airforce bases in FATA, NWFP, and Wazirstan.

c) Request 150 helicopters to fight the insurgents, and an additional Pakistan satellite launched and focused on Waziristan.

d) Present an additional invoice for Marine boats and submarines to monitor the sea cost of Baluchistan and 50 Orion planes for round the clock coverage of Waziristan.

e) Request an immediate elimination of subsidies on American cotton growers and an FTA with Europe and the USA.

f) Request immediate construction of five new dams worth $20 Billion. Dams should be constructed within five years by Italian and German conglomerates.

g) $ 5 Bilion for converting coal to fuel and other commodities like plastics, rubber and even food.

i) Build 1000 wind farms and solar energy plants all over Pakistan.

2) SECURING NUCLEAR WEAPONS: Counter with an inovice

a) Immediately request the USA for 10 AWAC places to be transferred from the US Airforce to the Pakistan Airforce so that Pakistan  can closely monitor the Nuclear sites from the air.

b) Immediately launch a Pakistani satellite so that Pakistani airspace can be watched by Pakistanis by the satellite.

CROSS BORDER ACTIVITY FROM BALAUCHISTAN:

a) Immediate construction of huge canal to make Baluch land arable. Cost $10 Billion. To be completed within 5 years by Japanese companies.

KARZAI WHINE:

AMERICAN TROOPS IN PAKISTAN:

Turkey got permission to bomb Kurd areas in Northern Iraq. Pakistan should bomb terror camps and information centers in Afghan that are suspected of enemy activity. American requests for troops in Pakistan should be countered with a request for Pakistani troops in Afghanistan to control the porus border in Baluchistan.

REPARATIONS FOR THE FIRST AFGHAN WAR:

Pakistan lost out o economic progress and its march towards Asian Tiger status. The cost of reparations for lost revenue for Pakistan is $1 Trillion.

America paid $5 Billion to Paksitan to fight “war on terror”. According to US military estimates done and published in 2001, the cost to the Pakistani economy was $10 Billion per year. In addition the Paksitani economy which was supposed to grow at 15 per annum, grew only at 8 percent per annum. The coalition of the willing should compensate Pakistan $40 Billion for the cost incurred plus opportunity costs of $80 Billion.

Blackwater charges $150,000 per soldier per annum to fight in Afghanistan. Plus health insurance at about $12,000 per years, long term disablity and death insurance coverages. Pakistan has been maintaining 100,000 soldiers on the Paksitan-Afghan border.The cost of maintainig 100,000 soldiers fighting the “war on terror” costs Paksitan Army (150,000 x 10,000) = 150,000,000,000 (One hundred and Fifty Billion) per annum. This cost should be reimbursed. Pakistan also uses ammunition, and equipment and tanks, all of which should be replaced on a six monthly basis.

Right Response: Aid is too little. need ten times for planes, choppers, ships.

Bill #: 2/01/2008: $10,Billion in actual disbursements/equipment, not commitments to use American services so that the money actually flows back

Today, insurgents fighting the Pakistani state along the border region enjoy an endless stream of money and weapons coming from generous supporters sheltered in a US-controlled Afghanistan. Some Pakistanis believe if Americans are not directly involved, then certainly they are turning a blind eye. Pakistanis have caught many terrorists infiltrating from Afghan soil to terrorize the Pakistani people.

The pattern is eerily similar to another time, the 1970s and the ’80s, when a different superpower, the Soviet Union, created, trained and financed native terrorists to wreak terror inside Pakistan. The Indians helped in that effort, punishing Islamabad for speaking up on Kashmir.
